Woodstock law does not have “prohibited activities” or general prohibitions:
It has regulated and unregulated activities near or within regulated areas
Woodstock waiver granted by PB if it is determined after review that “the proposed activity will have no significant negative impacts on the values and functions of the regulated area”
Woodstock law allows “mitigation plan” when PB has determined that either losses or impacts…are necessary and unavoidable”
